I've got a trailer hitch with a considerable amount of rust on it. It's painted solid black. Want to take it off and repaint it. I figure I'll remove it, sand it and paint it. Whats the best paint to use for this?

if you really want it to stay, brush it on from the can thick as hell, and use a potassium phosphate converter primer
