I hooked up my new LCD TV to the DVI output on my computer monitor through a DVI - HDMI Cable. I am running windows 7. Windows isn't recognizing the display. Any help??

Leave the connection intact and reboot your computer. Some graphics cards won't recognize another device after the system has been booted, even if you use the detection function.

^^So you know, there's nothing magical or complicated that is going on with that conversion, it's pretty much just cable type and pin placement.

If after doing a restart with it plugged in, try a different cable?

The DVI Out is on my actual monitor (didn't come with the computer) not the computer, could this be a problem?

eh.. give us the model # of the monitor

yes that could the problem

that is probably an input on the monitor, not an output

Try plugging the DVI-HDMI cable directly from your computer's output.
