It's basically Saints Row 2 + Crackdown + GTA IV Multiplayer

Cops v. Gangs, Gangs v. Gangs, Missions, Sandbox, et cetera. It's currently and beta, and the dev I talked to said that they're releasing more beta invitations soon as they're leading up to a release this Spring (i.e., the game is basically just getting polished).

They have NOT released information about a subscription, but it will "not be a traditional monthly subscription". Speculation is that it will be the Aion-esque system of paying for in-game time or something. Anyway, it looks great, or at least amusing if you have a lot of friends who'd be interested in this.
