I noticed one of my teachers has a altered grading scale from the NCSU grading scale so that a 94, not a 93 is the least for an A, so a 93 is an A- when it should be an A according to the university. I also have another teacher who makes it harder to get + grades, making it at least a 88 for a B+ but easier to get solid grades, a 82 can get a B. How can I report this ?

The university allows faculty to set their own grading scales.

One of my teachers that has the messed up grading scale also is giving the the third exam of my English Literature course during the first hour of the 3 hour final exam period and only allowing 2 hours for the actual final exam.

I had a teacher who would only give you an A+ if you "truly earned it".. aka, you could make a 98 in the class but if he didn't know your name by heart and didn't see you asking questions in class or talking to him blah blah blah you would only get an A.

And he never had any problems with it because he told everyone in the syllabus and on the first day...

Aka, get a straw and suck it up.

The grading scales are arbitrary anyway. It wouldn't matter if the bar for an A is 95, 90, 80, 60, ... if it were equivalently difficult to manage each particular score. So it's not worth raising a fuss over it. The best outcome is probably nothing - the worst angering your instructors. There aren't any free passes.
