Just tried to pay my water bill online like usual. Entered my username...not found. Entered my account number...not valid. After 1/2 hour wait on the phone, without me saying more than a word, the service rep rattles off that they've deleted all usernames and implemented new account numbers that don't appear on the written bills. Apparently every citizen has to call them and recite their last 4 ssn. Sounds to me like they got hacked.

Wouldn't they be required by law to notify you if they had been hacked?

Reminds me of my bank website. Their "forgot password" link is permanently broken. I called them up and they said I didn't have an account... even though I was staring right at my secret picture/phrase. I had to spend 30 minutes on the phone before they finally said they would give me a temporary password (and the password doesn't work).

Last Thursday/Friday the message on their website said online payments were disabled until Monday at 9:00 a.m. Quite frustrating.
