^^ Well, I have no sympathy with the guy getting hit given that he was walking on the road. However, do you really need to write the guy a ticker after hitting him with your car? The cop probably had to cite the guy for insurance reasons as opposed to some desire to punish rampant criminality.

The "side of the road" in this case is a 6" wide strip of pavement to the left of the painted line. It's a pretty dumb place to walk.

If the guy was really walking in the road then I don't think the cop is an asshole. It's not clear from the article if he personally wrote the ticket/report or if another "impartial" officer did it. IMO he shouldn't have been the one to write the report or ticket to at least go through the motions of impartiality, but I wouldn't call the cop an asshole for writing down what really happened if he did write the report himself.
In the article the guy claims he wasn't in the middle of the road, so if he was on the shoulder, within the white line, then it's possible it really is the cop's fault (the dash camera film wasn't made available to the press). The cop is beyond asshole in this situation.
