"Upon checking the area, they observed several subjects running," Oates said. "And they noticed a 15-year-old boy operating an electric wheelchair on Burnside Street in the southerly direction."
The officers pulled up to the boy in the wheelchair. They began asking him questions.
"He was evasive and refused to stop," Oates said.
When the boy changed direction in his wheelchair and put a hand on his lap, Oates said, the officers spotted the handle of a .40-caliber Glock handgun showing above the boy's waistband.
Meanwhile, other officers responded to the intersection of Minor and Ocean Streets, where witnesses reported shots fired, Oates said. And on Ocean Street, officers found Rondell Banks, 24, a resident of the street, had been shot in the back of the leg.
Banks was treated and released from Rhode Island Hospital, a hospital spokeswoman said.
"He refused to provide any information and was not cooperative with the police," Oates said.
Officers found numerous shell casings from two different firearms at the location, Oates said. It appears the shooting resulted from a birthday party, Oates said, although that's not entirely clear.
"What the incident was, we're investing, and not getting much cooperation," Oates said.
The 15-year-old was charged with possession of a firearm without a license; and possession of a firearm by a minor, Oates said. The boy was held at the Rhode Island Training School and is to appear in Family Court in Providence on Friday." |
