Since South Korea gets the winter olympics in 2018, North Korea is all like "YOU GUYS HOSTIN THE OLYMPICS? CUZ WE'LL HOST THE OLYMPICS!"

North Korea has been kept on a leash by China and I doubt they'd want them distracting from the possible worldwide athletic attention China could get from a good performance.
Not to mention, they had the World Cup in South Korea in 2002 with no problems.

If you apply for the right visas and programs, there is a chance, yes.
You are not a RoK citizen though, so your chances are almost 0.
