The pool is reserved for Korea's ruling elite which can send their children to that university. Bill Gates has a great pool too. The difference is America's non-ruling class could afford to visit a water park if they really wanted too (wherever such parks have not been sued into non-existence, that is).

Looks like a very well-organized and laid out city, and quite good looking with all the green spaces.
