It appears to be constant size. It should be as close to the full width of the window as possible. Unless there is some important data that needs to be lined up, side scrolling is ALWAYS bad, ALWAYS ALWAYS ALWAYS, no exceptions. There is no other reason sufficient to justify requiring side scrolling. Its incredibly annoying to have to use the scroll bar for every line.

i think the purpose of the window is to go copy/paste the thread when quoting things. but usually if you are replying and quoting, you know what you are wanting to quote and where it is in the thread so you can scroll to it.

how many people do you think actually read the entire thread from the reply page? i'd guess about 1.
