To be fair, both are accepted; however, the whole point of A vs An is for ease and clarity of pronunciation. Therefore, if you are writing/pronouncing the acronym (and not what the acronym stands for) as "EN CEE" I would always use an. I get into this a lot at work since we have all kinds of acronyms and people always try and correct me on an vs a when I am writing documents.
I'll quote The English Language: A User's Guide:
