NCDOT said they were bring the training program back or whatever they called it, most people that go through it end up with a permanent position with them eventually.

Worked there for a while and left. It's a good place to work if you need a stable income, some good stuff to put on your resume (depending on your department), and you want an in with the DoD. Also take a look at NAVFAC and any positions they have open. Either job would require you to move, but it's likely that they'd pay for it (well NNSY would, I think). Bear in mind it would take some time to get a job out there, the turnaround on government jobs can be pretty long. Helped me out when I was unemployed for 5 months to get on my feet and start a structural engineering career. Most of the shipyard work won't be your typical civil work but it'll use your engineering talents. If you end up not liking it, you can always use it on your resume to get back into a good private industry job somewhere in this area if you can't find anything.

Sorry but my company isn't hiring right now or in the foreseeable future so I can't give you any leads here. None of my past business contacts are hiring right now either since I've kept in touch (not that I really have many).

At least you have industry experience to get a foot in the door. I only knew a handful of people in my graduating class that got jobs, let alone in the Civil Industry.
