Can someone throw some snow on the speed limit sign, just cover maybe 70% of it. Also can you make it appear there is some more snow on the ground. The same goes for the second picture, snow on the street sign say cover it with 20% snow and some more snow on the ground as well.

I would do it myself but I do not have Photoshop on my computer.

The Iranian government could have done better.

I bet what happened is that the speed sign was legitimately covered with snow, but when person went back to snap a pic, the snow was gone/cleared.

They either forged a pic and said that's what they saw, or made a pic as a demonstration of what it looked like.
