Seems to be questioning the judgment or behavior of a victim in a way that suggests the victim is partially culpable. "She wouldn't have gotten raped if she weren't dressed like a slut at a frat party" is one extreme, offensive example.
I think it's possible to advocate assessing risk and avoiding risky situations without ever "blaming the victim". The "dress like a slut and get raped" argument is a particularly bad one, but the "you're statistically more likely to get raped when at a party where binge drinking is involved" is simply factual.

So if someone said "If he didn't want to have his car stolen he wouldn't have left his keys in it" victim blaming?
What about "he probably wouldn't have had his car stolen if he didn't leave his keys in it"?

I come from a really small town and leave my keys in the car overnight all the time when I'm there, as well as my door unlocked unless I'm gonna be gone for at least a day.
But if someone were to steal my car or rob my house while I was gone I would probably feel like an idiot.
The criminal is ultimately fully to blame for crimes, but that doesn't mean we don't have the responsibility to cope with an imperfect world where some people are malicious.

In all honesty though, you can never empirically reconcile these two things. The victim blaming concept is an emotional one, and you have fallaciously believed that you can set clear and hard bounds on what is an isn't victim blaming.
All I have to do is feel blamed by what you said. What if IRL I'm a rape survivor and I feel blamed by your tactless shoving of statistics down my throat? I have every right to binge drink and not get raped! How dare you suggest otherwise! which you clearly did I hear it in your tone
