This is the <free market at work.

If people want overpay for an imported vehicle that doesn't live up to NHTSA standards they should slap a bright orange sticker on there warning people of the danger, brand the title with an indication that the vehicle hasn't met NHTSA standards, and let them carry on with their business. Inspect it as you would a kit car or a sand rail.
