In North Carolina, do you need anything in addition to:

Bill of Sale - signed by both parties, including make, model, VIN#, mileage and buyer/seller info
Damage Disclosure Statement
Signed & notarized title from seller
Title Application for DMV



Lastly, does the DMV charge the taxes according to the value on the bill of sale or use their system to determine the "market value"?

they will charge your Highway Use Tax based on their value, not the value on the bill of sale. you don't even need a bill of sale, iirc. you pretty much just go the the tag office with a notarized title and you're good.

There is an odometer disclosure on the back of the title and they aren't required if the vehicle is more than 10 years old.

You also need proof of insurance, once you buy the car call your insurance company and give them the VIN and basic info. They can fax/email you a POI almost immediately to show at the DMV.

Notarized Title, Proof of Insurance and ^ the form he mentioned are all needed. Bill of sale was not needed (and their valuation was $5K below what I paid, which was $5K below what it was worth )

4^bill of sale isn't required for that either; county clerks can look up the DMV record. I just call Wake County DOR and tell them the date I sold the vehicle and they issue a new, prorated tax bill. No forms, nothin.

^^ and ^^^ you are spreading misinformation. The back of the title already has the damage disclosure and the odometer disclosure.

I will say it again.

ALL YOU NEED IS THE NOTARIZED TITLE AND PROOF OF INSURANCE. Tax due at title transfer is the HUT which based upon the tax value of the vehicle.

In response to David, POI is not required as the seller. The buyer will have to go the DMV to register the car with the title, NC wants to make sure by legally registering a roadworthy vehicle with tags that you can prove to show at least the basic required liability and/or uninsured driver insurance coverage on a vehicle. As soon as that title is handed over though, it's not your car anymore so take off the tags/cancel insurance asap. If that buyer gets into a wreck on the way home with your tags/insurance still on it, it becomes a huge legal issue.
