Is torsion applied around an axis "sheer" force?ie the failure mode for cylindrical part being twisted apart.Would that be remedied by a material suited more for elongation or should I aim for the next failure to be a "hard" or brittle break?

It's both. Read up on Mohr's Circle.As far as failure mode, it depends on if it's pure torsion, or if there's a compression/tension load as well...plus I think probably the material and the dimensions of the component.
