I'm looking to get a 3d model built that is a 2 part snap together case for a 7" touch screen. I'm working with very particular dimensions and design.

Is it a common display? Because if it is, you can likely find a case already made on thingverse or the like. You could adapt one to fit your aesthetic. There are a million YouTube tutorials on this sort of think. Fusion360 is free.

Fair market rate is $100+ an hour. What's your skilled labor worth?
