Is it a serious scandal for a doctor to be administering drugs like modafinil and soma to staff when on overseas trips? Unless he was handing out methamphetamine injections reminiscent of JFK, I have trouble seeing this as a real issue.

The drinking on the job claim seems more serious, but I'm not sure if this is a couple of drinks at the hotel bar or drinking until you pass out in the hotel hallway like the incident with 3 secret service agents in Amsterdam a couple years back.
